The DOST-ITDI GRCP aims to strengthen the R&D collaboration/partnership with universities by providing graduate students in respective colleges/departments of the university, the opportunity to work with DOST-ITDIs experts on their research projects/activities as curriculum requirement for theses for Master’s degree or for Doctoral dissertations. The research activities of the graduate students should be aligned with the current R&D areas of DOST-ITDI, which are anchored in the Harmonized National R&D Agenda (HNRDA). To a greater extent, the GRCP hopes to contribute to the country’s goal of improving its rank in the innovation index through increasing the number of scientific and technical papers published, which the graduate students and DOST-ITDI researchers can achieve through this program.

The ITDI is among the instrumentalities that laid the groundwork, in the early years, for S&T in the country. Today, it is one of the DOST's RDIs (research and development institutes) and undertakes multidisciplinary industrial R&D, technical services, and knowledge translation or technology transfer and commercialization. ITDI harnesses know-how in new technology and product innovation, and through the years, has emerged as a credible and reliable industry and government partner in accelerating growth and development in the country.
